Set an oven rack in the center and preheat the oven to 350°F. Lightly grease an 8-inch square light-colored metal pan, then line it with parchment so two opposite sides have enough overhang for lifting. Grease the exposed sides as well. Avoid a larger pan, which would produce thin, easily overbaked bars, and place the prepared pan on a level work surface while you mix the batter.
Process the freeze-dried strawberries in a small food processor or spice grinder until they become a fine powder, then measure the full 25 grams after grinding. Hull and dice the fresh strawberries into roughly 1/4-inch pieces. Spread them over a double layer of paper towel and blot the tops gently. Removing surface juice limits wet pockets without crushing the fruit, so the diced berries should remain distinct and firm.
Place the butter and 85 grams chopped white chocolate in a medium microwave-safe bowl. Heat at 50 percent power in 20-second intervals, stirring thoroughly after each interval, until only a few small chocolate pieces remain. Continue stirring off the heat until completely smooth. Let the mixture stand for 5 to 8 minutes, until warm rather than hot; overheated fat can partially cook the eggs or make the batter separate.
In a large bowl, whisk the brown sugar, granulated sugar, whole eggs, and egg yolk for 60 to 90 seconds. Stop when the mixture is smooth, slightly thickened, and free of visible yolk streaks, but do not whip it until foamy. Whisk in the vanilla and lemon zest. Slowly stream in the warm butter mixture while whisking steadily, then continue just until the base looks glossy, uniform, and fully emulsified.
Sift the flour, strawberry powder, and salt directly over the wet mixture. Use a flexible spatula to fold from the bottom of the bowl, rotating the bowl as you work, until only a few narrow flour streaks remain. Add the blotted fresh strawberries and 100 grams white chocolate chips. Fold just until evenly distributed and no dry flour remains. The finished batter should be thick, glossy, and slowly spread from the spatula rather than pour.
Transfer the batter to the prepared pan and spread it firmly into the corners, leveling the top with the spatula so the center is not mounded. Bake for 31 to 36 minutes, rotating the pan once after 24 minutes if your oven browns unevenly. The edges should look set and lightly golden, while the center should appear matte and no longer ripple when nudged. A tester inserted near the center should hold moist crumbs, not shiny liquid batter.
Set the pan on a wire rack and cool the blondies completely in the pan for at least 2 1/2 hours. The center will continue setting as the butter and white chocolate cool, so lifting the slab early can compress or tear it. Run a thin knife along the unlined edges, then lift with the parchment. For clean squares, chill the slab for 20 minutes, wipe a sharp knife after every cut, and divide it into 16 bars.
